Technology should work for people — not the other way round.
I'm Paul Edwards, the founder of PMFRE.
I've spent 25 years working in technology — initially in enterprise and public sector IT, and for the last decade primarily in policing and justice, where I've held CTO roles and led major transformation programmes across multiple forces.
But the work I've found most meaningful isn't always the biggest programmes. It's the moment when a small team stops drowning in spreadsheets. When a charity's website finally reflects the incredible work they do. When someone says "I didn't know technology could do that — that changes everything for us." That's what PMFRE's digital work is about.
I'm a Director of Shropshire Thriving Communities Alliance — a Community Interest Company supporting VCSE organisations across Shropshire. That's not a line on a CV. It means I understand your funding pressures, your governance constraints, your stretched teams — and I know what good looks like when it's done with those realities in mind.
The other side of PMFRE
Alongside the digital delivery work, I'm also available for senior IT leadership roles — interim CTO, Programme Director, or technology strategy advisory — primarily in policing and public services. If that's what you're looking for, get in touch directly at paul@pmfre.com and we can talk about what that might look like.
